Update on Hemming

On 1st June the ECJ heard arguments on Hemming, the leading case on licensing fees.

Up front fees were charged on renewals of sexual entertainment venue (SEV) licences that were split into two parts, administration and enforcement. The case has come through the domestic courts and the Advocate General will give his opinion in July with a judgement due later in the year about compatibility with the Services Directive 2006.
