Holly Spencer-Biggs

Holly is a Senior Associate in the Cardiff Litigation and Dispute Resolution team specialising in commercial and public law disputes.

Main areas of practice

Holly advises both public and private sector clients on a wide range of commercial and public law disputes. She has experience dealing with commercial claims including shareholder disputes and post-completion disputes as well as civil claims and claims in negligence. She also has experience dealing with public law matters including judicial review, public procurement and claims in the Court of Protection. Holly also has experience dealing with special educational and additional learning needs matters.

Career

Holly studied Law at the University of Bristol before completing the Legal Practice Course at Cardiff University. She joined Blake Morgan in 2021 after the completion of her training contract at a local firm. Prior to commencing her training contract, Holly worked as a paralegal dealing with litigation and public law matters.

She was promoted to Senior Associate in July 2026.
