Matthew is a commercial solicitor specialising in general commercial contracts, public procurement law and subsidy control.
Main areas of practice
Matthew regularly advises clients in the public and private sector on a range of commercial and public law issues. This includes advising clients on public procurements, throughout their lifecycle. He also advises clients on reviewing, drafting and negotiating high value commercial agreements. He also assists public sector clients with subsidy control law, including ensuring that subsidies are awarded in a compliant manner.

Matthew advises a broad range of clients in the public and private sector both in Wales and England. These include national governments, local authorities, publicly owned organisations, charities, not for profit organisations, statutory bodies and private companies.

Career
Matthew joined Blake Morgan as an Associate in February 2026.
He trained as a solicitor at another national firm in Cardiff between 2020 and 2022. Having qualified at the same firm in 2022, he continued there until 2026, before joining Blake Morgan.
Matthew studied Politics at the University of Exeter, graduating in 2018. He then completed the Graduate Diploma in Law and LLM in legal practice at Cardiff University between 2018 and 2020.
