Oliver is a leading public procurement specialist who advises contracting authorities and suppliers on complex procurement, commercial and regulatory matters.
He has an extensive practice and is particularly known for major projects work in the health and social care sector, where he supports a wide range of clients at every stage of the process, from early strategy and process design to successful and timely contract award, implementation, and ongoing risk management.
He has considerable experience of advising on the NHS Provider Selection Regime in England and on matters connected with the Independent Patient Choice and Procurement Panel.
He also advises on contentious procurement issues and has acted in a significant number of well-known procurement cases.
