Standstill, challenges and remedies under the Procurement Act 2023
The Procurement Act 2023 brings about changes to how and when procurement challenges may be pursued. We will be joined by Patrick Halliday to explore what those changes are and their implications for both contracting authorities and would-be challenger suppliers.
This session is aimed for both the public sector suppliers and will be a useful overview for procurement officers, in-house lawyers and contract managers.

Sarah is a Legal Director in the Cardiff Litigation and Dispute Resolution Team with extensive experience of advising public sector and private clients on a wide range of commercial and public law disputes, in particular judicial reviews, public procurement disputes and disputes concerning intellectual property rights.
Patrick Halliday

Patrick is a well-known and highly regarded specialist in procurement law. He regularly appears in high value procurement cases, either as sole counsel or as part of a larger team. He acted in one the first subsidy control cases to come before the courts (the ‘Bulb’ case), and has advised numerous clients on the new subsidy control regime. He appeared in several of the COVID related procurement judicial reviews against the Cabinet Office and Department of Health and Social Care as well as in the Railway Franchise Litigation.
