This event is co-hosted by Blake Morgan, 39 Essex Chambers, HICO Wales and the Centre for Consultation, and will take place on Wednesday 24 September 2026 in Blake Morgan’s Cardiff office.

This event will provide an excellent opportunity to meet and network with public and third sector colleagues, while gaining practical insights from experts on key issues shaping the sector in Wales. Eve Piffaretti, Partner, and Sarah Whittle, Legal Director, will be joined by speakers from our co-sponsors: Hugh Irwin (HICO Wales) and Kathy Graham (Centre for Consultation) and guest speaker, Darren Hughes (Director, Welsh NHS Confederation)

The morning will start with networking over coffee from 9:30, followed by a keynote address, panel sessions and interactive workshops. You will learn how to conduct effective public consultations, explore the requirements for robust impact assessments, and discuss challenges faced by organisations.

Alongside these sessions, you’ll have the chance to share experiences, enhance your knowledge of the 2025 Regulations, and make connections during networking breaks and lunch.

Hugh is the founder and Managing Director of HICO, an organisation dedicated to providing strategic change and leadership support across a diverse range of public services in Wales.

Kathy is highly experienced in strategic development and public policy with a career spanning over 20 years leading public sector, private, community and voluntary organisations.

Darren is a Director at the Welsh NHS Confederation, which represent the seven local health boards, three NHS trusts and two special health authorities in Wales.
