The Employment Rights Bill, first published on 10 October 2024, has been described as the biggest upgrade to workers’ rights in a generation. Alongside the Bill, the Government released the “Next Steps to Make Work Pay” document, setting out the wider vision for reform.
On 15 September 2025, MPs considered the amendments made by the House of Lords. The Government’s technical changes were approved, while the non-government amendments, including proposals for a six-month qualifying period for unfair dismissal and a diluted right to guaranteed hours, were rejected. With those issues resolved, the Bill is now on track to become law in the near future, with most measures expected to take effect in 2026.
These changes will have a far-reaching impact on employers across all sectors. Understanding the implications, from changes to employment status and redundancy rights to fair pay and flexible work, will be essential for HR and business leaders preparing for implementation.
